Business registrations for the Town of Mesilla are $35 per year, and run from March 16 through March 15. All businesses (regular, Mercado, and special events) must obtain a NM CRS Tax ID number from:

Town of Mesilla amended Title 5 by Resolution 2025-32 on April 28, 2025; MTC 5.05.060 Penalties, If any person shall engage in business within the limits of the town of Mesilla without paying the business registration fee required by this chapter, or any fees required in other chapters, when the same shall become due and payable, such person shall, in addition to the required fee, pay a penalty of $50 per month. If the required business registration fee and any penalty are not paid within 90 days of the date, account will be terminated.

Short Term Rental Registration
Mesilla Town Code (MTC)A Short-Term Rental (STR) Permit is required for the operation of a dwelling unit rented for periods of less than thirty (30) consecutive days within the Town of Mesilla. The purpose of this permit is to regulate short-term rental activity to ensure compatibility with residential neighborhoods, protect public health and safety, and preserve the Town’s historic character and quality of life. This process allows the Town to evaluate each request and apply appropriate standards to minimize potential impacts such as noise, traffic, and parking. Applicants must submit a completed application that includes a description of the property, site and parking information, proof of ownership or authorization, and any additional materials required by the Town. Requests are reviewed for compliance with zoning regulations, neighborhood compatibility, and operational standards. Properties located within historic districts or involving historic structures may require review and approval from the Planning and Zoning Historic Appropriateness Commission (PZHAC). All applications may be subject to public notice and review, and conditions may be applied as necessary. Approval must be obtained prior to operation, and applicants are responsible for maintaining compliance with all applicable local and state requirements throughout the duration of the permit.

Permits

Historic Preservation Permit
A Historic Preservation Permit is required for any exterior alteration, construction, demolition, or modification of properties located within designated historic districts or involving historically significant structures in the Town of Mesilla. The purpose of this permit is to ensure that all proposed work preserves and enhances the Town’s unique historic character, architectural heritage, and cultural identity. Through this process, the Town evaluates whether proposed changes are consistent with adopted preservation guidelines and compatible with the historic context of the surrounding area. Applicants must submit a completed application along with detailed project information, including plans, elevations, materials, and a clear description of the proposed work. All requests are reviewed by the Planning and Zoning Historic Appropriateness Commission (PZHAC), which evaluates the proposal for consistency with historic design standards and issues a Certificate of Appropriateness when applicable. Approval must be obtained prior to the commencement of any work. Projects may also require additional zoning review or permits depending on scope. This review process ensures that changes to historic properties are thoughtfully considered and that Mesilla’s historic integrity is preserved for future generations.

Temporary sign permit
A Temporary Sign Permit is required for the placement of short-term signage within the Town of Mesilla, such as banners, event signs, promotional displays, or other non-permanent signage. The purpose of a temporary sign permit is to allow limited-duration (15 days) signage while ensuring it complies with the Town’s regulations, protects public safety, and maintains the visual character and historic integrity of the community. This process helps balance the need for temporary advertising and event promotion with Mesilla’s commitment to preserving its cultural and aesthetic standards. Applicants must submit a completed application that includes a description of the proposed sign, dimensions, materials, location, and the duration the sign will be displayed. Temporary signs must meet all applicable requirements related to size, placement, and timeframe, and must not create hazards or negatively impact surrounding properties. Signs located within historic districts or associated with historic structures may require review and approval from the Planning and Zoning Historic Appropriateness Commission (PZHAC), including a Certificate of Appropriateness when applicable. All applications are reviewed for compliance with Town ordinances, and specific conditions or time limits may be applied. Special Use Permit
Mesilla Town Code (MTC) 18.85. A Special Use Permit (SUP) is a discretionary approval required for certain land uses that are not permitted by right within a zoning district but may be appropriate under specific conditions. The purpose of a Special Use Permit is to provide the Town of Mesilla with the ability to evaluate proposed uses on a case-by-case basis to ensure they are compatible with surrounding properties, consistent with the Town’s zoning regulations and comprehensive planning goals, and protective of the public health, safety, and welfare. Through this process, the Town may impose conditions of approval to mitigate potential impacts and preserve the community’s historic character and quality of life. Applicants seeking a Special Use Permit must submit a complete application, including a detailed description of the proposed use, a site plan illustrating the layout and design of the property, and any additional materials necessary to demonstrate compliance with applicable regulations. Requests are evaluated based on factors such as compatibility with adjacent land uses, potential impacts related to traffic, noise, lighting, and aesthetics, adequacy of infrastructure and public services, and consistency with adopted plans and ordinances. All applications require public notice and at least one public hearing before the Planning and Zoning Commission, with final action taken by the Board of Trustees. Applicants are responsible for applicable fees, including the Special Use Permit application fee and any required costs associated with public notice, such as publication and mailing. This public review process ensures transparency and provides an opportunity for community input prior to a final decision.

Zoning Permit
Mesilla Town Code (MTC) 15.15. A Zoning Permit is required for most uses, development, and changes to property within the Town of Mesilla. The purpose of a zoning permit is to ensure that all proposed uses and site improvements comply with the Town’s zoning regulations, design standards, and community values. This process helps confirm that a project is appropriate for its location and consistent with Mesilla’s historic character and cultural identity. A zoning permit is not to be confused with a building permit. Rather, it is a local review used to determine whether a proposal fits within the Town’s code and development standards before any construction activity begins. Applicants must submit a completed application along with a site plan and a clear description of the proposed use or project. Depending on the location and scope, additional review may be required, including approval from the Planning and Zoning Historic Appropriateness Commission (PZHAC) for properties within historic districts or involving historic structures. In such cases, a Certificate of Appropriateness must be obtained prior to zoning approval. By recommendation of our commission, our governing board has final consideration in sensitive areas in our community such as in the historic and commercail districts. All applications are reviewed for compliance with applicable ordinances, and conditions may be applied as necessary. If a building permit is required by the New Mexico Construction Industries Division (CID), applicants must first obtain zoning approval from the Town of Mesilla before proceeding with state permitting.

In accordance with Mesilla Town Code (MTC) 18.90 – AMMENDMENTS, SUPPLEMENTS, REPEALS a hearing is necessary. No less than 15 days or more than 40 days upon receipt of application being submitted.   2. Complete the application

  4. Attach a description and a sketch or traffic control plan of the film site and/or route.
  5. Contact the Town of Mesilla at (575) 524-3262 ext. 116 to have your application reviewed and signed by the Film Permit Committee as described at the end of this application.
  6. Once all of the Film Permit Committee signatures are acquired, this application becomes the film
